Whitsunday Regional Council has completed the second round of consultation for the Draft Planning Scheme that began on the 29 August 2016 and closed on the 14 October 2016.

After consultation was completed, Council reviewed submissions, responded to submissions via a new Submission Analysis Report and submitted the draft Plan for approval by the Minister. This report documents a summary of outcomes and responses to submissions received during consultation.

Council is currently awaiting Ministerial approval to adopt the Planning Scheme.


BACKGROUND

Council has developed a draft Planning Scheme to manage the development within the local government area. This created a single planning scheme for the entire Whitsunday region. Currently, the Whitsunday region has two planning schemes to manage the development associated with this growth:

• the former Bowen Shire Planning Scheme; and
• the Whitsunday Shire Planning Scheme.

The State Government regulate the way Local Government prepare their planning schemes, and the process the Local Government must follow in order to have their planning scheme approved by the Minister. This process includes some basic guarantees (such as public notification) to ensure that the residents of the Whitsunday region understand the changes in the draft Planning Scheme and have the opportunity to have your say.

Council undertook the first round of public consultation in August to October 2015. As a result of this consultation period, changes to the draft Planning Scheme were adopted by Council in December 2015. Council has notified everyone who made a submission in the first round of consultation and advised how Council has dealt with their submission.

The second round of consultation took place between August and October 2016, and Council have since notified all who made a submission during this round.
