Proserpine Main Street Upgrade

We recently completed an upgrade of the Proserpine Main Street and entryways from the Bruce Highway, to reinvigorate and improve the points of entry, footpaths, street furniture, landscaping and signage.

A key project identified in the Proserpine Master Plan in 2017, the upgrade of the main street will enhance community pride, commercial vitality and social interaction in Proserpine.

Community Consultation

A concept plan was developed in 2018 by urban landscape consultants and this was presented to the community for feedback in October 2018. After taking into consideration the comments raised by residents, the plans were finalised and adopted by Council in mid 2019. The concept plan is available here for viewing.

The Plan aims to undertake town improvements, improve the 'visibility' of Proserpine, and recognise, celebrate and promote the positive elements of Proserpine.

When will the caternary lighting in dobbins lane go in and lighting on watertower

Hi Vic12, the Proserpine Main Street Upgrade is in the final stages. Council has installed solar lighting on green bollards alongside the upgraded garden beds in Dobbins Lane, which will light up the laneway and create an ‘avenue’ effect. Unfortunately Council is unable to install the catenary lighting in Dobbins Lane without including additional pole fixtures which are not in the scope of this project.
Council has investigated installing lighting on the watertower and have been advised we cannot attach extra items to the current tower structure without the risk of damaging the tower structure. This means we cannot proceed with the tower lighting proposal for now, however it is a possibility during future upgrades of Proserpine’s water facilities. Thanks, WRC Team

Some of the downpipes of the Prince of Wales Hotel look like they are going to discharge onto the paths/road in Dobbins Lane, are they getting piped into a drain? having stormwater discharging onto the road would damage the surface? I have seen this happen outside the Metropole as it too has some downpipes that discarge partially onto the footpath, also as part of the undergrounding of power at the new entertainment centre site will council please raise the issue of moving the rest of the powerlines in the Main Street? Ergon has said it would prefer to move the powerlines to the rear of the shop fronts instead of putting them underground as it would be cheaper. This should be looked at being brought forward now so council can take advantage of any stimulus money available for the necessary replacement of footpath sections and new streetlighting that might be required as a result of their removal.

Hi Angie53, thanks for your query. Asphalt is a waterproof surface and will not be damaged by the roofwater from the premises. Roofwater discharge is also the property owner's responsibility. Where needed, Council have repaired connections but have not carried out significant upgrades to downpipes, instead focussing on the infrastructure within the road reserve.
Regarding powerlines, the rebuild of the Proserpine Entertainment Centre includes funding for Ergon costs for the undergrounding of power, removal of the current overhead power lines and a pole mounted transformer.
The Main Street Upgrade will be completed by the end of September, weather permitting.

Will the rusty old kerbing drains outside reject shop/proposed cinema be replaced as well as the rusted street light in the same location? the kerbing from the Postal office to Chapman Street roundabout on the northern side is in very bad condition with cracking, old rusted fixtures, and general poor condition and should be replaced for the entire length.

Hi Vic, Council will be replacing any damaged sections of kerbing where necessary, while undertaking footpath works on the northern side of the main street between the Post Office and Chapman Street. There are no plans to replace the street light as part of this project. Thanks, WRC Team

Has the upgrade of Dobbins Lane commenced? I woudl like to see those old garden beds on either side of the road removed as they reduce space for pedestrians, I hope the new lighting and feature signage will be going in soon too, the traffic median outside Colour me crazy should be removed and replaced with some bollards to enable less of a chicane for cars.

Hi Rhaine, the upgrade to Dobbins Lane began this week from Monday 22 June, to replace concrete, upgrade services, lighting and installing footings for the new signs. These signs will be installed later in the project. There are no plans to remove the garden beds or the traffic median. We will be turning the first section of Dobbins Lane to Colour Me Crazy into a shared zone as we cannot fit a separate pedestrian pathway. This will reduce speed and improve safety for pedestrians. Will we see work on the water tower lighting soon? can the floodlighting be mounted on a roof of the depot or nearby structure if it can't be mounted on the tower itself yet... subject to upgrades of the tower to improve its structural integrity. I also would like to know what will happen with the Palace Hotel, is it under the ownership of council due to unpaid rates? will the new footpath be able to be installed with all the scafolding in place?

Hi Rhaine, due to the risk of damaging the water tower structure, Council is not proceeding with the tower lighting proposal for now. We will investigate other options as you have suggested. The Palace Hotel is under ownership of the property owner, not Council. Due to the scaffolding in place for public safety, we will not be able to complete this section of footpath until the scaffolding is removed at a future date. Thanks, WRC Team

Good afternoon, I am following up on where things are at with the upgrade on the Main Street Proserpine. Could you please provide us with an update on the next stage, what works will be done and when it is proposed to start. We would also like to know what will happen to the "Perserphone" statue located outside the library during and after the demolition of the PEC Centre. Will there also be disabled access entries to footpaths along Main Street. Businesses who currently provide disability access into their shops have found that most in wheelchairs and walking aids have to walk to the end of the street to get up onto footpaths.

Hi PCOC, the Proserpine Main Street Upgrade is well underway, with new landscaping, kerbing and irrigation completed near the Bruce Highway. The team have also recently completed the new footpath near the corner of Davy Avenue The next section of footpath between Chapman Street and the Post Office will begin in March and all affected businesses will be given notice. Disability access is included in the new footpaths as required by current Australian Standards.

Regarding the Proserpine Entertainment Centre, demolition has commenced in preparation for rebuilding the new facility. The Persephone statue will be removed and safely stored during the construction works. The rock base of the statue and disused fountain will not be preserved. Council is still determining the best location for the Persephone statue to be reinstated, in consultation with the artist.

What will be done about improving facade lighting in the town? the Eldorado has great uplights but the owners no longer turn them on? can you work with them to have them turned on to really highlight our heritage buildings like they do in other towns and cities? you can see how dark the street is at night at events like the Christmas Street Fair council had to bring in temporary light towers, its pathetic so many lights under awnings and basically none of them on.

Hi Dennis, Council is encouraging property owners in the main street to upgrade their façades by taking advantage of the Façade Improvement Policy, adopted by Council in June last year. All property owners have been advised by letter of this new Policy. This grant is available to all main street properties and business owners within the Whitsunday region, and provides a Council contribution of up to 50% towards façade improvements. When will the new lighting for the watertower be installed?

WIll you clean up the alley/laneway between the Hewitt Building (Peak Body Mechanics) & Whitsunday Realty and work with the owners to get the broken spotlight fixed, it is used by people to access IGA when the centrepoint arcade is locked up, it should be cleaned and lighting improved.

Hi Penny, Council does not have jurisdiction over the laneway as it is an easement located on private property and is the responsibility of the property owner to maintain. The laneway is only a service point for the buildings and it is not supposed to be used as a public access to Setter Lane. Thanks, WRC Team

Has council asked main roads about re-surfacing the poor quality road surface? two strips were done when the drainage was upgraded as was a bit around the roundabouts, but the rest of the road is in poor condition and needs new asphalt, it would be google to have these done at the same time to ensure a high quality product at the end, if roadworks are done in future they could ruin new kerbing and footpaths that were placed down, its best to do it all in one go. I also hope all the old damaged kerbing from Chapman Street to Mill Street and beyond is replaced, it is cracked and flaking and has done for years which is not only unsightly but a safety hazard, it needs to be new trowel smoothed guttering and kerb.

Hi Penny, the Department of Transport and Main Roads are responsible for the upgrade of the road surface and have been advised of Council’s plans for the footpaths and kerbing during the planning for this project. Council have not been advised of any planned future upgrades of Main Street asphalt. The kerbing between Chapman and Mill Streets will be replaced where necessary while we are replacing the footpaths. Thanks, WRC Team
